Housing a Rapidly Growing Population: The Challenge Facing MAYOTTE

Mayotte now has a population of 323,153. Beyond this new demographic milestone, the initial results of the INSEE’s comprehensive census highlight a major challenge for land-use planning: The population density is 860 people per square kilometer, while apartment buildings remain very much in the minority.

On an island in the process of rebuilding after Cyclone CHIDO, this development requires a comprehensive approach that considers housing construction, changes in housing patterns, and the strengthening of public infrastructure.


A population increase of 26 % since 2017

As of January 1, 2026, Mayotte had a population of exactly 323,153, which is 66,635 more people than in the previous comprehensive census conducted in September 2017. The population has grown by 26,% in just over eight years and has doubled since 2002.

Between 2017 and 2026, the territory gained an average of about 8,000 residents per year. With an annual growth rate of 2.8 %, Mayotte remains the French department with the fastest-growing population. This growth rate is twice that of French Guiana, the second-fastest-growing department during the period studied.

These figures provide a new benchmark for housing and infrastructure planning. They confirm that housing needs are not the result of a one-time increase, but rather of sustained population growth.

860 people per square kilometer, but few apartment buildings

For those involved in construction and urban planning, one of the key findings of the census concerns population density. It has risen from 690 people per square kilometer in 2017 to 860 in 2026.

Only five departments in the Île-de-France region have a higher population density. However, these areas are much more urbanized and have a significant proportion of multi-unit housing. In Mayotte, multi-unit housing still accounted for only 8 % of all housing units in 2024, before the implementation of CHIDO.

This contrast highlights the uniqueness of the Mahoran residential model. The territory has a population density comparable to that of highly urbanized departments, yet it lacks the same structure in its housing stock.

Population growth is thus increasing the pressure on available space. The challenge is no longer simply to build more, but to provide housing that meets the needs of families while limiting uncontrolled urban sprawl.

A park already facing significant vulnerabilities

The new population data do not yet provide a detailed picture of the population following Chido. However, previous data do allow us to assess the structural challenges that the recovery effort must address.

As a point of reference, the 2017 INSEE housing survey estimated that 39 % of primary residences were classified as substandard housing, including structures made of sheet metal, wood, plant materials, or earth. Nearly 29 % of households did not have a water source inside their primary residence.

The same survey indicated that 59 % of primary residences lacked basic sanitation facilities and that 10 % had no electricity. It also revealed an overcrowding rate of 57 % in a region where housing is often small while families are large.

These data are from 2017 and cannot be presented as a snapshot of the housing stock in 2026. They do, however, show that the hurricane struck an area where a significant portion of the housing stock was already vulnerable, inadequately equipped, or heavily occupied.

The limited scope of public housing is another constraint. According to data compiled by IEDOM in collaboration with the Mayotte Real Estate Company and AL’MA, the housing stock consisted of 1,410 public housing units in 2025. That same year, 268 public housing units were funded.

When viewed in the context of demographic trends, this supply highlights the gap between growing demand and the current capacity of the organized housing stock.

Increasing density without compromising living conditions

The development of more compact housing models appears to be one of the possible ways to support this shift. However, it cannot be reduced simply to increasing the number of housing units on a single lot or to building more multi-story structures.

In Mayotte, urban densification must take into account household size, housing quality, natural ventilation, common areas, and access to local services. The prevalence of overcrowding serves as a reminder, in particular, that more compact housing must not become too small for the families for whom it is intended.

Buildings must also be adapted to local conditions: hurricane and earthquake risks, landslides, heavy rainfall, and difficulties in accessing certain areas.

Network capacity is another key factor. A residential development cannot be planned without considering access to water, sanitation, electricity, roads, and transportation. Densification that is not accompanied by the necessary infrastructure risks exacerbating existing challenges.

At the end of 2026, INSEE is scheduled to publish an initial detailed analysis of the population and housing based on data collected during the new census. This will be followed by more in-depth studies in 2027, focusing in particular on the structure of the housing stock and the proportion of sheet-metal buildings.

This data will provide a better understanding of changes in occupancy patterns and the condition of housing following Chido.

Mamoudzou is home to nearly three out of every ten residents of Mayotte

Urban population growth remains particularly strong in Mamoudzou. The population of the capital city stands at approximately 94,600, representing nearly three out of every ten residents of Mayotte, following an increase of more than 23,000 residents since 2017.

With Koungou and the two municipalities of Petite-Terre, the northeastern quarter of Mayotte is now home to half of the island’s population.

This concentration heightens the challenges related to mobility, land use management, and connectivity to key infrastructure networks. Housing development will need to be coordinated with improvements to transportation services, the establishment of economic activities, and the capacity of public services.

Growth that is too heavily concentrated around Mamoudzou could also exacerbate imbalances between employment centers, residential areas, and municipalities with fewer amenities. Urban planning must therefore aim to bring housing, services, and economic activities closer together without further increasing daily commuting.

New Growth Hubs in the West

The census shows that population growth is no longer limited to Mamoudzou and the northeast.

The strongest growth between 2017 and 2026 is observed in western Mayotte. Chiconi has recorded an average annual growth rate of 8.6 %, and its population has doubled since 2017. M’Tsangamouji is growing at a rate of 7.7 % per year, while Mtsamboro is posting an average annual increase of 5 %.

This trend requires planning ahead for investments in municipalities where needs may continue to grow rapidly. The planning of new housing must be accompanied by appropriate infrastructure, road networks, and local amenities.

It can also provide an opportunity to distribute growth more evenly across the island, provided that residential development is supported by the consistent establishment of public services and economic activities.

Schools at the Heart of Urban Planning

Growth in Mayotte is primarily driven by a very positive natural increase. Between September 2017 and the end of 2025, the excess of births over deaths reached 73,200 people.

This trend confirms the enduring need for family housing and facilities designed for a young population.

As of October 2025, 117,960 students were already enrolled in elementary and secondary school in Mayotte. School enrollment grew by an average of 2.2 % per year between 2017 and 2025.

The construction and expansion of schools are therefore inextricably linked to residential planning. The creation of a new neighborhood cannot be considered without taking into account school capacity, student commutes, and access to services.

Rebuilding for a Growing Population

These initial findings provide an up-to-date demographic baseline to guide reconstruction efforts following Chido. Projects will need to repair the damage while anticipating long-term needs for housing, infrastructure, and facilities.

In Mayotte, simply building more won't be enough: Another challenge will be to create more resilient housing and to promote more balanced regional development.
