In his latest regional newsletter dedicated to Réunion, Action Logement highlights a shift in its local initiatives, centered on the link between employment and housing, the creation of suitable housing, and the development of innovative solutions. Beyond individual projects, a broader regional strategy is taking shape.

Housing is becoming an economic driver in its own right
Long viewed primarily from a social perspective, housing is now emerging as a key factor in the functioning of the local economy. In Réunion, where commuting distances and transportation costs place a heavy burden on households, the location of housing directly influences access to employment.
Action Logement highlights this fundamental link. The development of intermediate-priced housing, in particular, aims to bring employees closer to their workplaces while preserving their purchasing power. At the same time, programs such as Visale ensure access to the private rental market, facilitating professional mobility in a tight housing market.
Behind these tools lies a clear rationale: to streamline the housing process in order to support economic activity and meet the needs of local businesses facing recruitment challenges.
Structural tensions weighing on the region
This strategy is also being stepped up because significant imbalances persist. In Réunion, as in the rest of the overseas territories, access to housing remains a major challenge, particularly for the most vulnerable populations.
Young workers are on the front lines. Nationwide, one in four young people turn down a job because they lack housing, and three out of four have already had to pass up a job or training opportunity due to mobility constraints. These trends are particularly pronounced in the overseas territories, where land scarcity and high construction costs exacerbate the difficulties.
Added to this is the persistence of substandard or dilapidated housing conditions, which still affect many households. In this context, housing is no longer merely a social issue; it has become a factor limiting regional development.
A strategy that translates into practical tools
In response to these challenges, Action Logement is implementing a structured strategy in Réunion, based on operational tools and specific projects.
First measure: the restructuring of one-stop shops. In December 2025, several overseas entities were merged into a single structure to simplify procedures and strengthen support for households. This initiative aims to better guide the public in their projects, whether they involve home ownership, renovation, or land title regularization.
On the ground, housing construction continues. In 2025, the SHLMR has delivered nearly 200 housing units spread across Saint-Paul, Saint-Leu, Saint-Denis, and Le Port. This product line covers a wide range of needs: social housing, very low-income housing, intermediate housing, or affordable homeownership through the PSLA.
This focus on young people is also reflected in dedicated initiatives. Two residential complexes are currently under construction, with deliveries scheduled for 2026: Centaure in Saint-Paul (38 housing units) and Campus Oasis in Le Port (73 housing units).
These projects exemplify a targeted approach that integrates production, support, and adaptation to households' specific needs.
Innovating to Address the Realities of Overseas Territories
Beyond housing construction, Action Logement’s strategy incorporates a focus on technical and environmental innovation. France’s overseas territories, which are particularly vulnerable to climate risks and energy constraints, serve as an ideal testing ground.
The group relies in particular on its AL’INOV Innovation Fund to support projects that incorporate low-carbon solutions, climate change adaptation measures, or improvements in thermal comfort.
The partnership established with ZEBOX, the innovation accelerator of the CMA CGM Group, is part of this initiative. It aims to identify and test technologies tailored to the needs of landlords, whether for renovation or new construction. Several startups have thus been selected to roll out their solutions starting in 2026, particularly in France’s overseas territories.
This strategic direction reflects a gradual shift toward higher-end operations, in which environmental performance and resilience are becoming key criteria.
Housing for Young People: The Turning Point of the Model
Among the stated priorities, housing for young people plays a central role. The issue goes far beyond the question of housing alone: It determines access to employment, training, and, more broadly, integration into the workforce.
The data speaks for itself. Difficulties in accessing housing directly hinder career advancement, with consequences for local businesses that are struggling to recruit.
Action Logement addresses this issue by developing a dedicated range of services: specialized housing, group living facilities, support programs, and innovative solutions such as modular housing and adapted shared living arrangements.
In Réunion, this approach is being implemented through the development of housing for students and young professionals, as well as through a range of services designed to ensure stable housing situations.
Toward a Structuring Territorial Model for the Overseas Territories
What is taking shape in Réunion is part of a broader trend across the French overseas territories. French Guiana, Mayotte, Martinique, and Guadeloupe are facing similar challenges: population pressure, a shortage of affordable housing, vulnerability to natural hazards.
In this context, Action Logement is implementing a region-specific approach that is tailored to local conditions but structured around common principles: production, support, innovation, and partnerships with public sector stakeholders.
Réunion thus emerges as a region where this strategy is being put into practice, with the tools being implemented at various levels and across several market segments.
