On February 9, 2024, Saint-Laurent du Maroni was the site of a significant dual event marking a major milestone in the region’s urban development. As part of the Balaté Nord development project, SEMSAMAR—a key player in urban planning and sustainable development in France’s overseas departments and territories—inaugurated the recently completed infrastructure and facilities and laid the cornerstone for what will become a new residential neighborhood. This ambitious project does more than simply meet the growing demand for housing; it also symbolizes a forward-looking vision of urban development that combines housing, education, and economic activities into a harmonious and dynamic whole.
The initiative by SEMSAMAR, the project’s developer, reflects an integrated urban planning approach aimed at supporting the demographic and economic growth of Saint-Laurent du Maroni. The Balaté Nord development project, launched in 2014 following the acquisition of a 33.6-hectare plot of land, perfectly illustrates this ambition. With an investment of 47 million euros, co-financed by European funds (ERDF), the French government, and the Territorial Collectivity of French Guiana (CTG), this large-scale program calls for the construction of nearly 900 housing units, a new high school, a school complex, as well as various public facilities and economic activities.
The inauguration and groundbreaking ceremony brought together many dignitaries, underscoring the project’s importance to the region. Among the guests were Véronique Beuve, Sub-Prefect of Saint-Laurent-du-Maroni; Gabriel Serville, President of the CTG; Sophie Charles, Mayor of Saint-Laurent-du-Maroni; and executives from key companies involved in the neighborhood’s development. Beyond its residential aspect, Balaté Nord aims to be an attractive hub for private companies, offering opportunities to set up operations in a dynamic neighborhood. The inclusion of public services and facilities, such as a high school and a school complex built by the CTG and the municipality, will enrich community life and stimulate local economic development.
