On July 24, 2025, the Mayotte Departmental Council chamber hosted the very first France 2030 Territorial Committee meeting. This marked a major milestone for the island, which is now officially part of this national initiative for innovation and economic transformation. On this occasion, ten projects led by local stakeholders were selected as winners, including seven under the regional component of the program.
Launched in 2021, France 2030 is a forward-looking investment program with a budget of 54 billion euros. It aims to accelerate the green transition, strengthen the country's technological sovereignty, and support training for the jobs of the future.
In Mayotte, this initiative was rolled out later than planned, due in particular to Cyclone CHIDO in December 2024. The call for proposals was launched there in April 2025, under the joint coordination of the General Secretariat for Investment (SGPI), the Departmental Council, and the’Mayotte Agency for Development and Innovation (ADIM).
Of the 10 selected projects, 3 fall under the national component, as part of the call for proposals « Skills and Careers of the Future«. Two of them are run by the GIP Formation Continue et Insertion Professionnelle (GIP FCIP), offering targeted training programs in the construction and agri-food sectors. The third is led by École 2600, which is developing a cybersecurity training program.”.
Seven other projects were selected under the regionalized component, structured around three areas: the development of strategic sectors, the design of vocational training programs, and innovative projects.
Among the initiatives supported are, in particular, the Earth and Water Projects and Lil’ô Bambou, which aim to make use of local materials – terracotta and bamboo – for sustainable construction tailored to the local context. Cooperatives such as’Uzuri Wa Dzia, Greenfarm and the COOPAC were also selected for their efforts to promote sustainable agriculture and food sovereignty.
In the field of education, the Plume Ya Mahorais Project offers an innovative solution that incorporates artificial intelligence to support teachers in Mayotte. Finally, the Kumulus Water startup impressed the jury with its stand-alone, solar-powered drinking water generators, which can be deployed in even the most remote areas.
The budget initially allocated for Mayotte, set at 3 million euros, has been increased to 11 million euros in order to build on this initial momentum and support post-cyclone reconstruction. Project leaders are encouraged to come forward quickly, calls for proposals that will remain open until the end of 2026 for the regional component and through 2028 for the national component. A new group of participants is scheduled to begin in October.
«Despite the difficulties caused by these terrible cyclones, the people and business leaders want to transform the region, and France needs to understand that,» said Bruno Bonnell, Secretary General for Investment, who was in Mamoudzou for this first committee meeting.
